The State of Qatar reaffirms that its approach to combating terrorism is based on prevention and addressing the root causes, with a balance between security measures and development policies, while enhancing international cooperation and respecting the rule of law and human rights, explaining that these principals aligns with the "Pact for the Future" and the New Agenda for Peace proposed by the UN Secretary-General, which calls for the consolidation of international security and peace based on trust, solidarity, and multilateralism.
This was stated in the speech delivered by Her Excellency Sheikha Alia Ahmed bin Seif Al Thani, Permanent Representative of the State of Qatar to the United Nations, before the 11th meeting of the United Nations Global Compact Committee for the Coordination of Counterterrorism, organized by the United Nations Office of Counter-Terrorism at UN Headquarters in New York. In her address, Her Excellency highlighted the State of Qatar’s vision on the "Pact for the Future."
Her Excellency highlighted Qatar's efforts to support counter-terrorism programs, noting its role in capacity building, combating extremism, enhancing judicial cooperation, and countering the financing of terrorism through its support of programs implemented by the UN Office of Counter-Terrorism.
Her Excellency stressed the vital role played by the United Nations Global Counter-Terrorism Coordination Compact in strengthening partnerships among relevant stakeholders, pointing out Qatar’s pride in being a key supporter of its General Secretariat, working groups, and coordination platform.
Her Excellency stressed that continued engagement with relevant stakeholders is crucial to developing meaningful recommendations and commitments to ensure the effective implementation of the Compact, in line with the UN’s Global Counter-Terrorism Strategy and relevant Security Council resolutions.
Her Excellency pointed to the importance of adopting the Declaration of Commitments related to the “Pact for the Future” and the Global Compact to Combat Terrorism, stressing the shared responsibility to develop concrete measures to address evolving terrorist threats. She also affirmed the State of Qatar's full support for the implementation of the Pact, especially Action No. 23, which focuses on building a future free of terrorism through preventive strategies, capacity building, respect for international law, and enhanced multilateral coordination.
Her Excellency praised the ongoing efforts made by the Coordination Committee and members of the Global Compact, especially the United Nations Office of Counter-Terrorism, in enhancing international cooperation and implementing the United Nations Global Counter-Terrorism Strategy, stressing the State of Qatar’s firm commitment to supporting these multilateral efforts.
