Qatar Renews its Commitment to Efforts to Activate Principle of Rule of Law and Achieve International Justice

The State of Qatar has renewed its commitment to all efforts aimed at activating the principle of the rule of law in order to achieve international justice, and to contribute to achieving the goals and objectives of the United Nations, stressing that it continues its commitment and efforts to consolidate this principle, and that the State attaches special importance to strengthening national institutions concerned with the rule of law, based on International standards and norms.

This came in the statement of the State of Qatar delivered by the Second Secretary Sarah Al-Muhalal Al-Doh, member of the delegation of the State of Qatar participating in the work of the 77th session of the United Nations General Assembly, before the Sixth (Legal) Committee of the General Assembly on the item "The Rule of Law at the National and International Levels".

She stressed the keenness of government institutions to adhere to the rule of law, and to raise societal awareness of this principle, as it is the main factor in achieving equality and justice among all, citizens and residents, and promoting good governance.

She noted that the State of Qatar has paid great attention to ensuring integration between national laws and international instruments in the field of the rule of law.

She said that the State of Qatar seeks to focus in particular on Goal No. 16 of the Sustainable Development Goals, to encourage the establishment of peaceful societies in which no one is marginalized in order to achieve sustainable development, provide access to justice for all, and build effective, accountable and inclusive institutions at all levels.

In this context, she expressed Qatar's support for strategies and efforts to achieve peaceful and conflict-free societies, which would help in eliminating the marginalization of vulnerable communities. She referred to the most important partnerships held by the State of Qatar to advance Goal No. 16 , which is the partnership with the Office of the Special Representative of the Secretary-General for Children and Armed Conflict for the purpose of establishing the Analysis and Communication Center of the Representative's Office in Doha.

Al-Doh added that in order to reach building effective, accountable and inclusive institutions at all levels, the State of Qatar, represented by the "Rule of Law and Anti-Corruption Center" in Doha, which was established in cooperation with the United Nations in 2012, contributes to promoting the principle of the rule of law and the fight against corruption at the regional level, through holding seminars, workshops and academic programs for specialists from the countries of the region.

In this regard, she referred to the enlightening and awareness-raising role played by the "Sheikh Tamim bin Hamad Al-Thani International Award for Excellence in Combating Corruption", which was established in 2016 and presented annually on the occasion of the International Anti-Corruption Day, which falls on December 9, for institutions and individuals from around the world. 

Al-Doh explained that the principle of the rule of law represents the basic foundation for the success of international efforts in achieving the goals and objectives for which the United Nations was established, and is the main criterion for adherence to the Charter of the United Nations, as it stresses equality, mutual respect and cooperation among states, and the establishment of a rules-based system in international relations.

She pointed out that the international community has adopted many international charters and declarations that emphasize the importance of the rule of law, including the 2005 World Summit declaration, which stressed that the rule of law is an essential component of conflict prevention, peacekeeping, conflict resolution, peacebuilding and ensuring human rights with protection.

She recalled that in the "Declaration on the commemoration of the seventy-fifth anniversary of the United Nations,", the international community affirmed its commitment that peoples should be at the center of efforts to achieve the rule of law at the national and international levels and to fulfill our common agenda as set out in that Declaration.
