Qatar Affirms Peaceful Means the Best Way to Maintain Peace, Security, Stability

New York, February 25 (QNA) - The State of Qatar reiterated that peaceful means are the best way to achieve the goals of peace, security and stability in the region and around the world, calling on member states to fulfill their obligations in accordance with the United Nations Charter, and to refrain in their international relations from using force in contradiction with the purposes of the United Nations.

This came in a statement made by HE Permanent Representative of the State of Qatar to the United Nations Ambassador Sheikha Alya Ahmed bin Saif Al-Thani at UN Security Council's virtual Arria-Formula meeting, convened by Mexico, which chairs the Council's work for this month, on "upholding the collective security system of the UN Charter: the use of force in international law, non-state actors and legitimate self-defense."

HE said that the State of Qatar is known in its foreign policy, stressing the need for all member states to fulfill their obligations in accordance with the United Nations Charter, and to refrain in their international relations from using force in contradiction with the UN purposes.

She added that based on its commitment to the efforts to achieve peace, security, stability and development in the region and around the world, the State of Qatar recognises that peaceful means are the best way to achieve these goals.

Her Excellency underlined that the use of force should be the last resort and limited as necessary and in a proportionate and responsible manner, explaining that some situations require the use of force, especially in the implementation of the inherent and legitimate right to self-defense, and to confront the grave threat posed by terrorist acts.

She pointed out that there is already a consensus that terrorist acts indeed pose serious threats to peace and security, cause serious human suffering and leave social and economic impacts.

In this context, HE referred to the participation of many Member States, including the State of Qatar as a responsible member within the international community, in collective action to combat the common threats posed by terrorist groups classified by the United Nations, including taking firm and decisive measures as necessary.

HE reaffirmed that acting in accordance with the privileges granted by some provisions of the UN Charter does not exempt states from the obligations stipulated in other provisions, pointing out that international law, international humanitarian law and international human rights law are always applicable and must be respected.

In the conclusion of her statement, HE Ambassador Sheikha Alya Ahmed bin Saif Al-Thani affirmed the primacy of the United Nations Charter and commitment to it, and the role of the Security Council in issues related to regional and international peace and security, stressing that the primary role of the Security Council in accordance with the Charter should be remembered, and it should carry out this role in a responsible manner and in strict accordance with the Charter's relevant provisions.
