Qatar Contributes Actively to Support Legal Mechanisms for Promotion of Transitional Justice

New York, February 14 (QNA) - The State of Qatar has affirmed its active contribution to support legal mechanisms that are in the interest of promotion of transitional justice, prevention and accountability of mass atrocities, and achievement of sustainable peace that would uphold international peace and security.

The State of Qatar also affirmed its support for all international efforts aimed at achieving peace and stability, preventing conflicts and settling them by peaceful means.

That came in Qatar's statement delivered by HE Permanent Representative of the State of Qatar to the United Nations Ambassador Sheikha Alya Ahmed bin Saif Al-Thani, before the UN Security Council debate on "Peacebuilding and Sustaining Peace: Transitional Justice in Conflict and Post-Conflict Situations."

Her Excellency said that the State of Qatar has taken many initiatives for this purpose, and has played an active and proven role in settling a number of disputes through mediation, along with its ongoing efforts to ensure respect and promotion of human rights, adding that Qatar has actively contributed to supporting legal mechanisms aimed at promoting transitional justice, preventing mass atrocities and ensuring accountability, and achieving sustainable peace that will maintain international peace and security.

In this context, HE the Ambassador said that the UN General Assembly adopted a resolution 248 on December 21, 2016 establishing the international, impartial and independent mechanism to assist in the investigation and prosecution of persons responsible for the most serious crimes under International Law committed in the Syrian Arab Republic.

HE Ambassador Sheikha Alya Ahmed bin Saif Al-Thani stressed the State of Qatar's keenness on the protection of civilians, as it plays an active role in promoting the principle of the responsibility to protect, noting that the State of Qatar co-chairs the Group of Friends on Responsibility to Protect for the third year, in partnership with Denmark and Costa Rica this year.

HE the Ambassador explained that the fragility of the conditions left behind by conflicts, especially those resulting from human rights violations, makes the application of transitional justice a priority issue in the path of achieving sustainable peace in countries that have suffered from internal and political conflicts.

Her Excellency added that achieving transitional justice requires putting an end to human rights violations and documenting them, and holding those responsible accountable, calling for fair justice and compensation for the victims, and setting the necessary programs to rehabilitate and integrate those who are still alive and to ensure that these violations are not repeated in the future.

She also stressed the importance of institutional reform, achieving reconciliation between all the spectrum of society, and promoting recovery in order to ensure the success of the process of transformation into inclusive societies based on respect for the rule of law.

Her Excellency said that achieving transitional justice would deter perpetrators from continuing gross violations of human rights and prevent their recurrence, as well as accelerate the political transition process and national consensus towards sustainable peace.

The scale of the challenge posed by sustaining peace requires addressing the root causes of crises and conflicts, she said, stressing the need to involve all groups of society, especially ensuring the actual participation of women and youth in the development of policies and decision-making.

Her Excellency also stressed the importance of providing job opportunities for young people, as part of the transitional justice process, saying that their marginalization and lack of interest in their issues and their future push them to extremism and encourage extremist organizations to exploit their feelings of injustice, marginalization and non-participation in making their future.

Emanating from its known policy that respects international law, Qatar continues its efforts to find political solutions to crises based on the rule of law and human rights, HE Ambassador Sheikha Alya Ahmed bin Saif Al-Thani said, stressing that the State of Qatar will spare no effort to support sincere efforts to achieve the goals pursued by the international community.
